On the 19th and 20th of June of 2004, the 25th Anniversary Penang International Dragon Boat Festival was held. Todd, one of the Pirates of Georgetown Paddlers, decided to paddle out to watch the Dragon Boat Races. To make things interesting, he decided to dress up and then pretend to enter the race. He appeared in a dress, hat, wig, makeup, and with a cigar. He then said, "Ok. I am here for the 'Drag In Boat' race." As far as I am aware, they did not let him race.
