On the Night before that when the little costumed specters appear to trick you out of all the sweets in your home, another set of ghoulish phantoms appeared on the waters of the Potomac to delight in a unusual festival of their own. The Georgetown Pirates group met to do a costumed paddle and to afterward gorge on piles of delicious goodies.
